Do you need a FFL holder to order a complete upper?

I'm about to order a complete upper and I'm wondering if I'll need an FFL holder to handle the transfer? Or is that only necessary when you're ordering the lower?

I'm sure it's a stupid question, but I'm a newbie so please bear with me! :)

No. The lower is considered the firearm.

No. The lower receiver is the actual "firearm". You can order/mail uppers through the mail without FFL.
