 Can I buy lower receiver without FFL ??

I live in Florida and my friend have 3 spike tactical stripped lower receiver (ar15) and I want to buy one. The question is, can I buy that receiver without must to go to a FFL dealer?? can I buy the lower face to face with him ?? or I need to go to the FFL dealer ??

I have residence in Florida.

You, as a Florida resident, can buy from another Florida resident without a FFL. Face to face is the easiest. Seller needs to find out if: you are over 18, a resident of Florida, not a felon.

This is the same case with a Glock lower too ? can I buy a Glock lower face to face or only an ar15 lower receiver ??

Selling to a minor is against State and Federal Law, and selling to a resident of another state that doesn't connect to FL is also against the law so checking ID is a pretty good idea.

This way to buy face to face is the same in other states (new york, pennsylvania, new jersey, etc ???

You didnt mention how old you are, you must be at least 18 and a legal resident without any felony convictions or pending felony charges.

hey easy tranquilo. I have 2 AR15 (DPMS & Bushmaster) The reason of this topic is the law. I want to build my own AR15 with a cheap (partner price) spike tactical lower ... but I clarify my doubt about buy face to face is not a felony.

So, in other states is not the same way ??

I read this article

Sales between individuals

* Federal law allows the sale of a long gun or a handgun between private parties of the same state as long as the purchaser is 18 years of age. An individual who does not possess a federal firearms license may not sell a modern firearm to a resident of another state without first transferring the firearm to a dealer in the purchaser's state. Firearms received by bequest or intestate succession are exempt from those sections of the law which forbid the transfer, sale, delivery or transportation of firearms into a state other than the transferor's state of residence.[3] Likewise, antique firearms are exempt from these sections of the law in most states.

This apply in new york, pennsylvania, new jersey, etc.. ??

Correct. Federal Law allows it but States can/will have their own laws. Florida and many others go no further than the Fed law but other states restrict FTF sales (Five states; California, Connecticut, Maryland, Pennsylvania and Rhode Island and the District of Columbia require universal background checks on firearm purchasers, including purchases from unlicensed sellers.). As far as I know New York doesn't have this restriction but NYC does prohibit private sales unless it's through an FFL, even for ammunition.

I won't disagree with you from a legality standpoint. But from a moral standpoint, I believe that is good practice to ask.
